This book examines the business history of CentralAsian micro-lenders, considered in the context ofthe region's politics and crime. Distilled from anexhaustive compilation and adjustment of theindustry's financial statements, as well asextensive media and monitoring sources, the studyreaches the following conclusions.Compared to state-run programs for which theydirectly substitute, micro-lenders have greatlyreduced (yet still not made negligible) thecorruption in credit services to Central Asia'spoor. Beyond this, microcredit's crime-displacingpotential in the region is limited by the industry'smodest scale and scope, as well as the authorities'perversity if they are ever needed for support.Central Asian micro-lenders should focus onimplementing more secure, diversified, competitiveand convenient services, particularly deposit-sideservices. These moves will strengthen theorganizations in general and perhaps againstcriminal encroachment in particular.
